While reading comments on giveawayoftheday.com today, I happened across this comment: http://www.giveawayoftheday.com/multiset-7-8-1/#comment-205625 which somewhat explains the mystery behind (and problem's with) Dell Machines and Reinstalling or Restoring Windows. It seems Dell has implanted some very high tech hardware to be sure one can not use the Dell Restore disk elsewhere.
That being said, here's Dell Support Center on Restore or Reinstall Windows: http://support.dell.com/support/topics/global.aspx/support/dsn/document?c=us&l=en&s=gen&docid=347576
The Dell Support Center offer's a Solutions Center pay service at this phone number: "1-866-934-3355 to help you speed up, configure, and optimize your PC."

Option 1: PC Restore for Windows XP or select your OS:
This page gives step by step instructions for restoring a hidden partition.
-Quoted from Dell
"Available on many Dell™ Dimension™ and Inspiron™ computers, Dell™ PC Restore by Symantec™ is a hidden partition on your hard drive that contains an exact copy of your computer's original factory software. With PC Restore, you can restore your computer to the original state it was shipped in to you from Dell and in a fraction of the time a manual reinstallation would require."Time to Complete: 30 - 60 Minutes

Option 2: Manually Reinstall Windows (very time consuming)
