According to the The Windows Blog site, the download has been LIVE since Saturday AM. The download and key are available to anyone interested in Beta testing the new OS.

...we have decided remove the initial 2.5 million limit on the public beta for the next two weeks (thru January 24th). During that time you will have access to the beta even if the download number exceeds the 2.5 million unit limit...

Make sure you are using either Internet Explorer or IE View Lite with Firefox!
Note: I was not able to download Windows 7 Beta with Firefox browser however, after switching to an IE View Lite tab it worked. IE Tab would probably work, too.

- Login* - You must login at the login.live.com site (*required), afterward you will be redirected to the download page.
- Click Download Now - You may need to click BACK on your browser, if redirected to a MS search error page.
